Effective immediately, all elections will be suspended. This is to maintain stability in the government during this period of time. They will be held again after the need for these excessive actions has passed.
All Civil Rights and Habeas Corpus for Enemies of the State shall be curtailed. If you are suspected of aiding the Faceless or their allies, you may not rely on the law as a shield to protect you from your actions.
Anyone that has been formally declared as an Enemy of the State may be shot on sight by law enforcement. The burden of proof required to convict an Enemy of the State of their crimes will be lowered to 'Substantial Evidence', a standard that the Department of Justice recognizes as more likely than not.
If you are suspected of engaging in activities relating to the Faceless or their allies, the burden of proof to perform a stop and search of your persons has been lowered to reasonable suspicion.
If you are suspected of engaging in activities relating to the Faceless or their allies, your assets are liable to be seized via typical court procedures. The burden of proof required to seize assets has been lowered to 'Substantial Evidence', and lockdowns may be initiated against Faceless assets and their allies with only reasonable suspicion, with no restrictions on time.
No masks may be worn through the State of San Andreas. If you are wearing a mask, that is enough for law enforcement to order you to lower it for identification purposes. You must comply with these orders for the benefit of all.
The Executive Branch of our Government, our Law Enforcement, will now answer directly to the San Andreas State Marshals, and by extension the Director of the SASM. They maintain ultimate authority over all law enforcement personnel, and are authorized to make sweeping decisions in the moment for the benefit of the State and her people.
The decisions that Law Enforcement make must be viewed through the lens of necessity, meaning that the decisions made must have the ultimate safety and health of the whole in mind, not the individual.
All impeachments and authority conduct reviews against government officials will now follow an expedited process. They will be adjudicated directly by the Chief Justice, and may be dismissed if they are found lacking. Concerns about behaviors and decisions made by the Chief Justice may still be made and addressed to the State of San Andreas.
The Chief Justice will maintain control over the Enemy of the State directory, and may insert or remove names to the list as needed and as demonstrated to ensure that it will be accurate as this situation develops.
The Chief Justice, myself, will act as the final arbiter of the executive branch's actions to ensure a fair and appropriate application of these edicts. The orders contained within may not be superseded by any legislation, from any authority, and may be modified at will, at any time, by the Chief Justice.
I understand that reading this may twist your stomach in fear, but know that these measures are necessary. Your life is at risk. Our home, this beautiful island, and the people you care about, are at risk of extinction. This is a fight for our survival, for our very existence, and we must work together to overcome this. If we can not rise to that challenge, then to darkness we will fall.
